NEW YORK — A horse-drawn carriage overturned in Central Park early Tuesday afternoon, sending one occupant to the hospital with minor injuries and reigniting a long-standing debate over the future of the iconic tourist attraction.

The incident, which occurred just north of Grand Army Plaza at approximately 1:15 PM, involved a single carriage and its horse, which appeared startled according to initial reports. Bystanders rushed to assist the passengers.

Carriage Incident Details Emerge

The carriage, operated by 'Central Park Carriages LLC,' was proceeding northbound on East Drive when the horse, named Daisy, reportedly shied at a sudden loud noise, possibly a car horn.

"The carriage wheel caught a curb sharply, causing it to tip onto its side," explained Officer David Chen of the Central Park Precinct, who was among the first responders.

There were two passengers in the carriage: an elderly woman visiting from out of state and her granddaughter. The granddaughter, a 10-year-old, suffered a scraped knee and was shaken but uninjured.

The 72-year-old grandmother, however, sustained a minor head contusion and was transported by FDNY paramedics to NewYork-Presbyterian/Weill Cornell Medical Center for evaluation. Her condition was reported as stable.

Animal Welfare Concerns Resurface

Daisy, the 12-year-old mare involved in the incident, was visibly distressed but appeared physically unharmed.

Veterinarians from the ASPCA were called to the scene to assess the animal's condition, conducting a preliminary examination before Daisy was led back to her stables near the park's south end.

"While the horse did not suffer any apparent physical injuries, we will be conducting a full veterinary review," confirmed Dr. Eleanor Vance, a veterinarian with the American Society for the Prevention of Cruelty to Animals (ASPCA).

Dr. Vance also stated, "This incident highlights the inherent risks of operating large animals in a bustling urban environment," a sentiment often echoed by animal rights activists who advocate for a ban on the carriages.

Renewed Calls for Ban

The overturning has immediately rekindled the contentious debate surrounding horse-drawn carriages in Central Park.

Groups like NYCLASS (New Yorkers for Clean, Livable, and Safe Streets) quickly issued statements condemning the practice.

"This is yet another avoidable accident that underscores the dangers of forcing horses to work in city traffic," said Edita Birnkrant, Executive Director of NYCLASS, in a press release issued Tuesday afternoon. "It's time New York City finally bans these archaic and dangerous operations."

Proponents of the carriages, including the Horse and Carriage Association of New York, argue that such incidents are rare and that the industry is heavily regulated.

"Our drivers are highly trained, and our horses are well-cared for and routinely inspected," stated a representative for the Association. "This was an unfortunate, isolated event." The group points to the decades of safe operation as proof of their commitment to both public and animal welfare.

City Council Scrutiny and Regulations

The City Council has previously considered legislation to replace horse carriages with electric vehicles, but such efforts have faced strong opposition and failed to pass.

Council Member Sarah Jenkins, whose district includes parts of Central Park, expressed her concerns after learning of the incident. "We need to re-evaluate the safety protocols for these operations," Jenkins told ABC7 News. "The safety of both people and animals must be paramount."

Currently, city regulations stipulate strict rules on horse health, working hours, and traffic routes. Each carriage and horse must be licensed and undergo regular inspections by the Department of Health and Mental Hygiene.

Further investigation into Tuesday's incident will be conducted by the NYPD and the Department of Consumer and Worker Protection, the agency responsible for licensing and regulating the carriages. Official Central Park regulations on commercial activity often include specific provisions for carriage operations.
